There are approximately two hundred (200) riding clubs within mainland China and the Provinces. Approximately thirty-six (36) of these clubs are Chinese Equestrian Association (CEA) accredited. Within Beijing, there are approximately seventy (70) riding clubs with ten (10) of these being CEA accredited. 中国大约有200个马术俱乐部。其中大约36个是被中国马术协会（CEA）正式认可的。在北京，大约70个俱乐部中有10个通过了中国马术协会认可。 Currently, Riding Clubs can be accredited or approved by the CEA to one of three levels depending upon certain predetermined criteria such as horse numbers, coach qualifications, club facilities, etc. Some of the Clubs are open and available to the general riding public and do accept liveries, hold competitions, and so on; some Clubs are focussed on tourists and some are primarily closed to the general public and are open to livery owners only. Most of the Cubs are privately owned businesses. The Clubs vary in standard and expertise. 大多数俱乐部都有自己的马术教练/培训师，他们有可能本身就是马术运动员或骑手，有的可能还在积极参加各种比赛，有的可能已经退休。这些俱乐部在标准和专业技能上各不相同。 The CEA is very enthusiastic about Hartpury College developing an Accreditation system for Chinese Riding Clubs. There are Clubs with good training facilities, high standards of horse care and offering sound riding instruction. There are also many centres that either cannot afford good quality facilities or do not appreciate how important high standards of care, health and safety and instruction are to attract and keep clients. Hartpury College has developed a Club Accreditation System to reward and encourage Riding Clubs within China based upon particular criteria which are detailed below in the Accreditation pro forma. Clubs will be initially graded as One Star to Four Star with the ultimate level of Accreditation being Four Star (equivalent to British Horse Society international accreditation). 中国马术协会对哈特伯瑞学院专为中国马术俱乐部开发的认证体系很关心。有的俱乐部拥有好的培训设施，高标准的马匹护理，也有着相当高水平的骑乘指导。还有很多俱乐部要么负担不起优质的设备，要么不理解高标准的护理、卫生、安全以及指导对于吸引客户的重要性。哈特伯瑞学院开发了一套俱乐部认证体系，以特定的标准鼓励中国的马术俱乐部，这一标准的详细内容见后面的认证预备文件。俱乐部将根据不同水平被评定为一星，二星，三星，最高认证级别为四星（相当于英国马术协会的国际认证级别）。 The aims and objectives of the system are to raise standards of horse care, safety and riding instruction throughout China. To increase staff and rider awareness regarding the horse as an animal with feelings and needs is of paramount importance. The facilities and equipment will vary at Clubs throughout China depending primarily on finances and expertise available – inspectors and the CEA are fully aware of this fact but if the existing facilities/equipment are neglected and horses and the public are put at risk, this will be seen as unacceptable. 认证体系的主旨和目标在于提高中国对马的护理，安全和马术指导标准。要让员工和骑手明白马是一种有感情有需求的动物，这一点至关重要。中国的俱乐部的设施各不相同，这主要取决于他们的经济条件和专业技能——哈特伯瑞检查员和中国马术协会完全了解这一点，但是如果现有的设备工具被忽视，马匹和公众的安全受到威胁，这是无论如何不能接受的。 Riding Clubs throughout China will be judged on their teaching staff and the CEA is adamant that Accredited Riding Clubs will employ CHS qualified coaches; these coaches will be the backbone of their teaching staff, as they will be the ones who have progressed through the CEA teaching and training system and have the knowledge and ability to impart their knowledge. Clubs that do not have CHS coaches will not receive the higher accreditation. Standards will be raised.
中国的马术俱乐部的师资将会接受评定，中国马术协会将坚持下列原则：经过认证的马术俱乐部将聘请获得CHS教练资格的教练；这些教练将是俱乐部师资的骨干，因为他们通过中国马术协会的教育和培训系统得到了很大的提高，具备了传授知识和技能的能力。没有配备CHS教练资格教练该俱乐部将不会得到高级别的认证。认证标准也会逐步提高。 如果某马术俱乐部获得了CHS认证的标牌，即表明中国马术协会就会向热爱骑马的大众，运动员和马主推荐该马术俱乐部。俱乐部要获得这样的标牌，就必须通过哈特伯瑞学院的检查员或经授权的任命人的检查。 Once the inspector has received a request (either directly or via the CEA) from the Riding Club to undertake the inspection and when the appropriate fee has been received CEA will contact the Club to arrange a mutually convenient day/time to visit and carry out the inspection. The attached pro forma will be used as the tool to determine the level of accreditation. The inspector is very experienced and understands that not all the criteria that are laid down in the pro forma will be relevant to all Riding Clubs. 哈特伯瑞检查员一旦收到马术俱乐部的请求（可以直接发出请求，或通过中国马术协会），并在收到一定费用之后，中国马术协会将联系俱乐部安排一个双方都方便的时间进行访问和检查。附后的文件可以作为决定认证级别的标准。哈特伯瑞检查员非常有经验，清楚并非文件中所有的标准适用于所有的马术俱乐部。 The inspector will spend approximately 4 hours at the Club and will want to see riding and training facilities, a variety of horses working at a variety of levels, the stables, feed room, forage and bedding, coaches teaching, client facilities, toilets, etc. At the end of the inspection process, the inspector will discuss his/her findings with the manager/owner and will explain why he/she has decided upon a particular level of accreditation. Should any problems arise and the inspector cannot accredit the Club with any of the recognised levels of accreditation, he/she will fully explain the reasons for the decision and also how to improve the Club to enable it to reach the required standards. 哈特伯瑞检查员会在俱乐部停留约4个小时，检查骑乘和培训设施，各种各样工作水平的马及其工作状态，马厩，饲养室，饲料和垫草，教练教学，为客户准备的设施，卫生间，等等。在检查过程的最后，哈特伯瑞检查员会和经理人或俱乐部所有人就他们的检查情况进行讨论，解释他/她为什么会评定为相应的认证水平。如果发现任何问题，哈特伯瑞检查员将不会给该俱乐部评定相应的认证水平，他/她会充分解释他们做出这种决定的原因，还会提出改进的建议帮助他们达到所要求的标准。 The successful Club will receive a copy of the accreditation pro forma as well as a badge which will show the level of accreditation. This can be displayed outside the Club or in the Clubhouse to show customers the level to which the Club has been recognised by the CEA and Hartpury College. This inspection will be annual and Clubs will receive notification each year when he inspection is due. Clubs can upgrade their level of accreditation at anytime during the year upon contacting the CEA. Conversely, Clubs that are either not upholding their current level of accreditation when inspected annually or need an interim inspection due to a complaint being received by a customer or client of the Club, can have its level of accreditation removed completely. 成功通过认证的俱乐部将会收到一份认证文书以及一个标明认证级别的标牌。这个标牌可以挂在俱乐部外或会所里面，向客户展示该俱乐部已经获得了中国马术协会/哈特伯瑞学院认证的级别。这样的检查是一年一次的，有效期快到时俱乐部每年都会收到通知。俱乐部与CEA取得联系之后随时都可以更新它的认证级别。相反，如果俱乐部不能持续保持相应水平或在进行年度检查时不合作或者因为客户投诉而被中断检查，它的认证级别证书将被立即吊销。 The CEA will actively promote CHS accredited Clubs.
