北京马术运动发展历程

－在2007中国国际马业马术展上的讲话

各位来宾，各位马友，大家下午好：

首先，非常荣幸能有机会参加今天的论坛，与来自各行各业的马界朋友交流经验。同时感谢展会组织方的精心组织与安排。

北京是文化古都，马文化也深深植根于此。北京拥有全国最多的马术俱乐部，最多的马术人口，作为北京地区的马术事业的协调者，北京市马术运动协会在其中发挥着重要作用。

北京市马术运动协会从1993年6月成立至今已经走过了十四个春秋；北京马协作为非盈利性的社会团体组织，其基本任务就是：发展马术产业，扩大马术人口。

下面我从几个方面对北京马协向大家作基本介绍：

一、    积极组织北京市的各种马术比赛活动

近几年，协会平均每年都要组织20余场赛事，包括速度赛马与马场马术比赛。参赛骑手超过1000人次，参赛马匹超过1500匹次，比赛现场的观众累计超过5万人次。

其中传统赛事“腾飞杯”速度马公开赛至今已经连续举办九届，“太合杯”速度马秋季大将赛也举办了六届。2004年我们联手世界著名跑车品牌“保时捷”举办了“保时捷杯”速度马邀请赛，并安排车马150米追逐赛。从前年开始，我们的速度赛马赛事中迎来了新的赛事“京华兴”速度马春季挑战赛，随后，“天赐圣泉杯”“津华杯”也相继举办。

我们在积极主办传统优势项目速度赛马比赛的同时，增加了场地障碍赛的比赛场次，并联手世界著名跑车品牌“劳斯莱斯”，国际顶级运动马繁育公司P.S.I.和澳大利亚贸易委员会等机构组织了 “劳斯莱斯杯”春季障碍马术挑战赛,中澳马术友谊日等大型马术比赛活动.同时从前年开始推出“冠军杯”障碍巡回赛的系列赛事。

二、负责北京马术队的组队,训练和竞赛工作

协会担任着北京马术队的组队,训练和竞赛工作和任务, 包括速度赛马,场地障碍赛,盛装舞步赛和马术三项赛四支队伍。在全国性马术比赛和国际马术比赛中取得优异成绩。

北京速度赛马队从1999年开始,连续九年在全国速度赛马锦标赛上获得单项赛冠军,而且从2003年起,整体优势逐年增加,每年至少获得两枚以上的单项赛金牌。在刚刚结束的07年全国速度赛马锦标赛，北京队取得四金一银三铜的好成绩。

场地障碍队于2004年在法国的国际障碍邀请赛上获得团体第六名,2005年全国马术锦标赛获得团体第四名和个人第六名.2006年国际马联世界障碍挑战赛(中国区)的A级赛上获得冠军。07年,又在全国马术锦标赛获得团体第四。

盛装舞步队在2005年全国马术锦标赛和十运会上获得团体赛第四名和个人第九名.在2005国际马联世界舞步挑战赛(中国区)A级赛获得亚军和第四名。

马术三项赛队在2004年全国精英赛上获得团体亚军和个人冠军,在2005年全国锦标赛上获得团体冠军和个人第四名。

三、加强国际交流,促进与世界马术强国的合作

协会一直以来都积极加强与世界马术强国间的行业交流,促进国际合作机会。总共接待国际马术官方和行业间代表团和国际机构60余次,约国际代表200余人次.出访国家和地区达7个,共记30余次,会见国际马术机构和团体代表200人次以上。

其中规模较大的包括2004年的中法马术交流互访团活动，协会代表以贵宾身份参加2004年国际马联代表大会,2005澳中马术交流互访团活动和2006中德马术交流互访团活动。同时协会的代表团还赴荷兰,丹麦和日本等国家进行考察和国际交流活动。同时,协会每年还组织会员到香港观摩国际赛马巡回锦标赛。

四、实施各种培训计划，提高本地区马术运动人才数量和技术水平

协会不仅在本地区经常组织马术专业培训班和讲座，邀请国内外马术专家对我们的从业人员进行专业培训，还经常选派各类马术从业人员到国外进行专业培训。

从2003年至今，协会在北京总计组织30多次马术培训班和讲座，包括德国，法国，荷兰，澳大利亚等国家的教练员和马术专家进行了有关马匹调教，骑手训练，兽医治疗，马匹护理和运输等方面的专业培训。参加培训的人员累计超过六百人次。

03年至今，每年协会都选派马术从业人员赴香港赛马会为期3个月的专业培训，包括骑术训练，兽医治疗，马房管理和钉蹄等专业，受训人员累计20人次。

我们还在2003年和2006年选派8名少年儿童参加香港国际马术夏令营活动，接受正规的骑术训练和马匹护理的训练。其中，我们的5名少年骑手参加和香港国际少年骑手比赛，获得少年国际赛第五名的好成绩。

2005年,协会选派5名骑手在法国和德国训练和比赛，其中，我们的4名骑手获得国际俱乐部马术比赛团体第六名。

五、组织和协调社会媒体宣传报道马术运动，推广普及马术文化知识

协会组织安排大众媒体集中报道和宣传马术运动，包括电视台，杂志，报纸，广播，网站等平台，这些宣传报道工作是持续和多样化的。近4年内，在国内外的马术媒体上增加了对马术运动的介绍。

我们与北京电视台，中央电视台和境外驻京电视台联系，对协会组织的一些马术比赛进行新闻报道和转播。与央视国际频道和体育频道合作制作了10期马术专题节目。

协会与国内马术杂志《赛马》，《马业》，《马术与速度赛马运动》，《马术》等专业杂志进行长期的合作与协作，发表马术运动专业文章和新闻报道共计200多篇，协会的代表还长期担任这些马术专业杂志的编委会成员。

我们还积极联系一些大众报刊对马术运动进行宣传报道，包括《北京晚报》，《北京青年报》，《时尚》，《旅游》，《新闻周刊》等10余期报刊，从多角度和侧面介绍马术运动。

从2003年起，协会创建了自己的网站，经过4年的努力，于2005年改建了页面，定名《北马E动》，全面推广马术运动的知识。另外，还为北京其余5个有关马术的网页提供新闻咨询和技术资料。

为了普及和提高马术运动，2006年协会编印了《马背上的骑手》一书，并免费发放给会员。

六、协助各级政府机构和企事业单位工作，推动马术运动的发展

协会一直秉承为各级政府机构相关部门协调发展的原则立场，为马术运动的发展服务。多年来为国家体育总局，中国马术协会，中国马业协会，北京市体育局，北京市农业局，北京市动检局和北京奥组委等机构和社会企事业单位提供协助工作，获得社会各界人士的一致好评。

协会代表多年来一直协助国家体育总局组织全国性马术比赛及速度赛马比赛，从2003年至今历任各届全国比赛组委会成员，仲裁委员会成员和裁判委员会成员，协助办好各项全国性赛事。2003年协助亚洲马术联合会组织第三届亚洲马术锦标赛。

2003年，我们为北京市农业局，北京市动检局和北京奥组委等机构提供奥运会马匹检疫及运输方面的建议。

2005年，协会代表被中国马业协会推荐为中国马业协会的副秘书长。

2005年，协会的代表被北京市体育局推荐为北京奥组委唯一的马术专家。

2006年，为北京奥组委提供奥运会现代五项用马和马术专业器材和设施方面咨询服务。

我们受北京市体育局委托，负责包括全运会和全国锦标赛等重大国内马术赛事的组队和训练工作，提供技术支持。同时，还为十运会组委会和2006年全国马术精英赛总决赛组委会提供马术比赛器材和设备。

我们的代表出席中国马术协会和中国马业协会的历届重大会议，提供建设性建议和提案，支持各级省市专业马术队的工作。我们为西藏马术队夺得2003年全国少数民族运动会速度赛马比赛的金牌提供租借马匹的协调工作。

多年来，我们为北京市及全国各地，包括港澳台地区的各级企事业单位提供类累计上万次的马术信息咨询服务。为本地区及全国马术运动的开展工作派出裁判员，技术代表和监督员累计上千人次。协调各马场与各级企事业单位之间的合作项目达60项。

七、完善协会的组成构架，扩大会员单位的数量，为全体会员服务，团结一致为马术运动的发展而努力

从2003年，协会积极吸纳本地区马术机构和社会各界马术爱好者加入协会成为团体会员单位和个人会员。由2003年的34家会员单位增加到现在的68家会员单位。

个人会员累计达到45人。

北京市马术运动协会的服务宗旨：努力为协会的会员和会员的马服务！

协会每年召开全体会员代表大会，总结经验，安排计划，邀请各级领导参加北京马术论坛，为北京地区马术运动的发展广开言路。评选年度先进单位和个人进行表彰，激励会员单位改进工作，为马术运动的开展创造更多的优质服务。

我们对于会员们的提议和意见都认真考虑，对会员提出的疑问和咨询给予最大限度的回答，对会员的各种困难给予尽可能的支持和帮助。通过各种方式体现协会的建会宗旨：为会员们的马和会员服务。

北京马术运动发展历程

－在2007中国国际马业马术展上的讲话

Ladies and Gentlemen, Good afternoon:

First, it is my honor to join the forum and to communicate with friends from different fields. And I also would like to express my thankfulness to the organizer.

There is profound horse culture in Beijng. Most of the clubs and horse person in the whole China are here. Beijing Turf & Equestrian Association (BTEA in short) takes the important role on the coordinating and organizing in Beijing.

From the first date of set up on July of 1993, 14 years has been past. As the non-profit organizer, the main role of BTEA is developing the horse industry and enlarging the number of horse people.

Now, let me introduce BTEA to you with several points:

First point: Organizing the competitions in Beijng area

In the past years, there are 20 competitions annually including flat racing and show-jumping. “Tengfei cup”is one of the traditional racing competitions which had held 9 times in series. “Taihe Cup”also had held six series. With famous sport car “Porsche”, we held “Porsche Cup” racing competition in 2004.From the year before last year, “Jinhuaxing Cup”and “Tianci Sengquan Cup”and “Jinhua Cup” join to our competitions one by one.

At the same time, more and more show-jumping shows are held.including “Rolls-Royce Cup”, “China-Australa Friendship Day” and championship series.

Second point: Responsible for organizing and training and competing of Beijing Team

BTEA responsible for organizing and training and competing of Beijing Teams which include racing, show-jumping, dressage and three-day event.

Since 1999, Beijing racing team got champions from National racing championships. Beijing team bring back home 4 golden medals, 1 silver medal and 3 copper medals from the national championship in 2007.

Show-jumping team got the sixth during the national show-jumping inviting competition in France in 2004. And during the national show-jumping championship, we got fourth with team and sixth with individual. In 2006, we win the golden medal in FEI show-jumping challenge competition (China) with class A. This year, we got another fourth of team in national championship.

Dressage team got the fourth team and ninth individual in the 9^th of National Games, and second and fourth in FEI dressage challenge competition (China).

For the three-day event, we got silver with team and golden with individual in National competition in 2004. Also, we got golden in team and fourth in individual from the national championship.

Third Point: strengthen international intercommunion and promote the cooperation with strong equine countries in the world

We always keep the communication with the strong equine countries in the world, including sending groups by both China and France to the other country, groups visiting Australia, Germany, Japan, Holland and Demark etc. BTEA will organize the members to visit Hong Kong important international racing competitions.

Fourth Point: Enforce the different kinds of training plans to promote the level of technology and improve the number of profession staff in Beijing

BTEA not only organize the local profession training classes and clinics by inviting foreign specialist, but also sent some person to other country to get special training.

From 2003 till now, we already had around more than 30 times classes and clinics here. The specialists from Germany, Holland, France and Australia give the profession training on breaking, riding, vet, management and transport etc. We sent staff to Hong Kong to getting special training on riding, vet, stable management, shoeing for three months.

We choose 8 youth to attend the summer camp in Hong Kong in 2003 and 2006.

In 2005, 5 riders from Beijing attend the training and competitions in France and Germany, we got fourth with team.

Fifth Point: Work with media to publicize equine sport and popularize the horse culture to the public

BTEA cooperate with the public media including TV, magazine, news paper, broadcast and internet to make continuous and multiple popularize work.

We have the strong relations with some internal magazines such as “RACING”, “HORSE INDUSTRY”, “EQUESTRIAN AND HORSE RACEING” and “EQUESTRIAN” etc. and published articles and news on them. The delegate from BTEA is one of the editors for them.

Not only the magazines about horse, but also more than 10 public presses work with us to promote the equestrian.

BTEA had its own website from 2003 named “Bei Ma E Dong”(www.btea.cn) to promote the equestrian different direction.

For the same purpose, BTEA print the book named “Riders On Horseback”, the book are free to the members.

Sixth Point: Assist the work of government and relevant units

As the basic organization, BTEA keep to assist the General Administration of Sport of China, China Equestrian Association, China Horse Industry Association, Beijing Sport Bureau, Beijing Agriculture Bureau, Beijing Entry-Exit Inspection and Quarantine and Beijing Olympic organization etc.

BTEA assist the General Administration of Sport of China to organize the competitions and provide support on judges and stewards.

In 2003, we provide the suggestion on quarantine and transport for Olympic equestrian item to Beijing Agriculture Bureau, Beijing Entry-Exit Inspection and Quarantine and Beijing Olympic organization.

In 2005, the delegate from BTEA was commended by CHIA as the deputy general secretary of CHIA. The delegate also was retained as the only equestrian professional in Beijing by Beijing Olympic Organization and provided suggestions on equipment and horses.

In 2006, BTEA provide free equipment to the 10^th of National Games.

The delegate from BTEA attends as a delegate or nonvoting delegate to important meeting of CEA or CHIA, and offered constructive advices and overtures.

Seventh Point: Consummating the structures of BTEA, improving the number of the member, work for the members

From 2003 till now, the number of group member has increased to 68 from 34 and 45 Individual members.

The service tenet of BTEA is: try our best to provide services to the members and horses of them. 

Annually, there will held meeting within all the members. During the meetings, we open our eyes by summing up the past experience, arranging the plan for next year, setting up forum and so on. By awarding the excellent clubs or individual, BTEA would like to spirit up the other group member to improve their management.

As for the motions and advices from our members, we will also consider them seriously and give them answers; for the difficulties of them, we will try our best to give them support and help. Through the different modes to realize our tenet: try our best to provide services to the members and horses of them.

I hope we could know each other more, and here I cordially invite every friend from different fields to Beijing in the future to introduce your product and service, thus both sides will have a rich and generous return.
